Land Title in Cameroon. Buying land in Cameroon is rarely about the price of the plot alone. The paperwork behind it decides whether you own the land or only hold a promise. In 2026 that paperwork changed. Survey fees for urban plots were cut by almost half, and two new documents were introduced to record who uses or occupies land. Here is what each change means before you pay a seller. businessincameroonchambers
The short answer
A land title is still the only document that fully proves you own land in Cameroon. The new documents are intermediate steps toward a title, not replacements for it. Fees fell in 2026, but they are still well above 2023 levels, so budget for the whole process and not just the plot. chambers
What changed in survey fees
Surveying a plot is one of the first costs of getting a title. The 2026 Finance Law halved the charge for each additional “are” (100 square meters) beyond the first 5,000 square meters, from CFA 5,000 to CFA 2,500. businessincameroon
For a three-hectare urban plot, that looks like this:
| Year | Survey cost, 3-hectare urban plot |
|---|---|
| 2023 | CFA 175,000 |
| 2024 and 2025 | CFA 1,300,000 |
| 2026 | CFA 675,000 |
The government itself admitted the 2024 increase had made costs hard to sustain and discouraged some owners from formalizing their land. Even so, the 2026 figure is still about 3.9 times the 2023 cost. businessincameroonbusinessincameroon
Survey fees are not the total cost
The survey is only one line on the bill. For direct registration of a three-hectare urban plot, the statutory fees alone reach about CFA 975,000 once a registration charge of CFA 10 per square meter is added. That figure still excludes commission costs, boundary markers, land clearing and other work. Rural land is far cheaper: about CFA 175,000 in survey and title fees for a three-hectare plot, before other expenses. businessincameroonbusinessincameroon
There are also fees at every later stage. Opening a file costs CFA 3,000, and urban land carries a land fee of CFA 5 per square meter. Subdividing a plot costs 2% of the purchase price, a transfer of ownership another 2%, and a mortgage up to 1%. The process can take up to 24 steps, and land disputes make up nearly half the cases in Cameroon’s courts. allafricaallafrica
One more point: there is still no single official price for a land title. The final cost depends on plot size, location, the procedure used and the commission involved. Treat any quoted figure as an estimate until you have it in writing. businessincameroon
Two new documents you may now see for Land Title in Cameroon
A circular dated 20 February 2026 created the Certificate of Recognition of Customary Land Rights (ARDFC) and the Certificate of Peaceful Enjoyment of Land (AJPTER). Both serve as preliminary evidence of occupation or use of national-domain land. chambers
For buyers, this matters in practice. If a seller shows you an ARDFC or AJPTER instead of a land title, you are looking at a step in the process, not proof of ownership. That can be acceptable if you understand the risk and a lawyer has reviewed the file. It should change how you negotiate, how much you pay upfront, and how you structure the sale.
A buyer’s checklist before you pay
- Ask for the land title and confirm what type of document it is.
- Verify it at the Land Registry. Due diligence starts with checking the title and looking for encumbrances or disputes. kinsmenadvocates
- Check the boundaries against the survey plan and walk the plot with the seller.
- Get a notary or lawyer to review the sale agreement and the transfer.
- Budget for transfer costs, not only the plot price.
- Pay through traceable channels and get a signed receipt for every payment.
Frequently asked questions
Is a land certificate the same as a land title?
No. The title is the only full proof of ownership. The new 2026 certificates are preliminary evidence of occupation.
Did land survey fees go down in 2026?
Yes, for urban plots. They remain far above their 2023 level.
How much does a land title cost?
It depends on the size, location and procedure. Get the fees confirmed in writing from the relevant office.
